New EPC requirements for non-residential buildings in Flanders


The energy performance certificate for non-residential buildings (EPC NR) describes the energy efficiency of a building used for business purposes. When sold or transferred, non-residential properties are now subject to the EPC requirement and renovation obligation. As from 2025 and 2026, additional obligations will enter into effect in Flanders for owners of non-residential buildings:

  • As from 2025 and 2026, a general EPC requirement applies to all owners of non-residential buildings.
  • As from 1 January 2030, all non-residential buildings will be required to achieve a minimum energy rating and provide proof of this.

What does the EPC requirement for non-residential buildings entail?

The EPC requirement applies to non-residential buildings such as office spaces, shops and commercial properties, hospitality establishments and medical practices. Healthcare facilities, educational institutions and government buildings are also subject to EPC NR regulations. The EPC NR includes:

  • Energy performance data based on actual energy consumption per m2/year
  • An energy rating on a scale from A+ to G
  • A description of most significant energy consumers in the building
    Recommendations for energy performance improvements
  • The EPC NR is presented by the Flemish government as a tool to guide owners towards the long-term goal of carbon neutrality.
