What is the system of temporary unemployment due to the energy crisis?
When employees become temporarily unemployed, they receive benefits from the National Employment Office and their employment contract is fully or at least partially suspended as a result. In the event of full suspension, they would not get paid their wages anyway during this period.
What is the impact of temporary unemployment on group insurance?
When the employment contract is partially suspended, the cover provided and the premium are limited for the member in question according to his/her actual employment percentage. When the employment contract is fully suspended, the employment percentage is reduced to zero and premiums are no longer payable. Apart from death cover, all other cover is discontinued (including for pension accrual, guaranteed income, premium waiver and life insurance). A claim (incapacity or death) arising during the period is therefore not covered if the employment contract is fully suspended, or – at best – is partly covered if the contract is partially suspended. This is undoubtedly not what you want as an employer, nor is it something the member would want either.
Can group insurance cover still be guaranteed during the period of temporary unemployment?
In the context of the energy crisis, the government has relaxed the system of ‘temporary unemployment’ for energy-intensive companies until 31 March 2023.
The legal authorities have enacted a law to preserve pension accrual and risk cover for workers temporarily unemployed as a result of this crisis. The law also gives employers the right to apply for a break from paying the relevant premiums. These measures apply for the entire period of temporary unemployment caused by the energy crisis and will last until 31 March 2023 at the latest.
Specifically for the payment holiday for group hospitalisation insurance
As KBC Group Hospitalisation Insurance - including during temporary unemployment – provides cover for the insured employees and their family members, this policy is outside the scope of the temporary unemployment measures. Nevertheless, companies having to deal with full or partial temporary unemployment due to the energy crisis can request a payment holiday until 31 March 2023 at the latest.
